I believe Abdulhalim Radwi is the sculptor of this Khanjar sculpture that is located in south central Jeddah. The shape is the curved Saudi dagger called khanjar. The painting design and colors are replicated in some of Radwi's other works he made for the City of Jeddah, including The Globe of Knowledge and Life as well as one called Silent Formation.

Was there graffiti on the base? I am surprised to see that, whatever it is.....
Judith K - Yes. Unfortunately Jeddah is plagued with bad graffiti like many other cities around the globe.
