Maybe it's just to have a designated holy-type area for Muslims to pray, although I have seen people praying just about anywhere and everywhere - in streets, in malls, on the beaches, in halls, in corners, etc. There was a children's playground not far from this, behind me, so it was probably made for the parents of kids there playing.
