in Riyadh and northern part of the country sometimes the temperature in winter can be below 5 C° and Jeddah have a lot of malls and markets and people visit the city from all around the country to do shopping and other stuff so may be that is the reason
Given that women are let out of the house without a cover I would assume these clothes are meant to be worn by women on there trips out of the country.
