Hi Eva - That is a question that has always stumped me here too. They must have balconies merely for the architectural details of them. I never see people using the balconies here and more building than not have them. Many are so small I don't even think a chair would fit on them, but even the bigger balconies are rarely utilized.
Hi William - There are either thousands of buildings like this (and they all look very similar) - or there are new modern mostly blue glass buildings. Some of the wildest architecture I've ever seen. The difference in neighboring buildings here can be staggering.

It's a bit of a ramshackle building, but I like it. It has character.
That kind of thing tickles me also. And bothers me a little bit also for some reason.
